Cyprus immigration for EU nationals

EU, EEA and Swiss nationals enjoy freedom of movement. You can land in Cyprus and start living here today. The Yellow Slip is a registration of your residence, not a permit you need to wait for.

How it works in two sentences

You can enter Cyprus and stay freely for up to three months on your EU passport or ID alone. After three months, or before if you have started working or want to register for the tax and health system, you apply for a Registration Certificate (MEU1), commonly called the Yellow Slip. Once issued, you are a registered resident of Cyprus with full rights to work, register for the health system (GHS), enrol your children in school, open accounts, and elect Cyprus tax residency.

Arrive in Cyprus

EU/EEA/Swiss passport or national ID gets you in. No visa, no entry stamp limits. Stay freely for up to three months.

Set up your basics

Find an address (rental contract), open a bank account, register with social insurance if you will work. We coordinate all of this for you.

Book your appointment

Through the Civil Registry in the district where you live. We secure the slot and prepare every document in advance.

Submit the MEU1 form

Attended appointment. You bring passport, photos, lease, proof of employment or self-sufficiency, and the €20 fee.

Receive the Yellow Slip

Issued in 4 to 8 weeks. You are now a registered resident with a Cyprus ARC number, eligible for GHS, schools, taxes and banking.

Bringing your family

Family members of EU citizens (spouse, registered partner, dependent children, dependent parents) have the same right of residence. They register on the same MEU1 form, or MEU2 for non-EU family members of an EU citizen.

What changes once you have the Yellow Slip

Tax residency
Elect Cyprus tax residency (60-day or 183-day rule). Apply for the non-dom regime and enjoy 17 years of zero tax on worldwide dividends, interest and capital gains on securities.
Healthcare
Register with the General Health System (GHS) for universal public coverage. Add private insurance for short waiting times.
Banking
Open personal and corporate Cyprus bank accounts. Source-of-funds documentation is straightforward with a registered residence.
Schools & social
Enrol children in public schools (free) or international schools (English / IB). Register with social insurance if working.
Permanent Residency
After 5 years of continuous lawful residence you are eligible for Permanent Residency (MEU3).
Citizenship
After 7 years of residence (with at least 12 months continuous immediately before applying) you may apply for naturalisation.

EU Yellow Slip FAQs

Do I need to apply before I land?
No. EU/EEA/Swiss citizens enter Cyprus with their passport or national ID. The Yellow Slip is filed once you are already here.
How long does the Yellow Slip take?
From appointment to certificate, typically 4 to 8 weeks. You can live, work, bank and use services in Cyprus throughout the process.
What if I do not have a job offer yet?
You can register as self-sufficient if you can prove enough financial resources to support yourself. We help with the income evidence.
Does the Yellow Slip expire?
No. It is permanent unless you leave Cyprus for an extended period. You may apply for Permanent Residency (MEU3) after 5 years.
Can I work straightaway?
Yes, from the moment you arrive. The Yellow Slip is a registration, not a work permit. You can also be self-employed or set up a Cyprus company.
What about my non-EU spouse?
Your non-EU spouse and dependants apply for a residence card as a family member of an EU citizen (MEU2 form). Same office, similar documents.
