You can enter Cyprus and stay freely for up to three months on your EU passport or ID alone. After three months, or before if you have started working or want to register for the tax and health system, you apply for a Registration Certificate (MEU1), commonly called the Yellow Slip. Once issued, you are a registered resident of Cyprus with full rights to work, register for the health system (GHS), enrol your children in school, open accounts, and elect Cyprus tax residency.

Family members of EU citizens (spouse, registered partner, dependent children, dependent parents) have the same right of residence. They register on the same MEU1 form, or MEU2 for non-EU family members of an EU citizen.
